Gurgaon Development Authority planned on lines of DDA, to oversee infra, not admin

blog1GURGAON: The draft proposal to make the Gurgaon Development Authority envisages an overarching agency for infrastructure-related work on the lines of Delhi Development Authority, not a unified administrative entity like NOIDA .


The draft submitted to the Haryana government includes the best practices of the development authority models followed by Ghaziabad, Jaipur, Lucknow, Hyderabad and Bangalore.


In this way, the agency that the Haryana government will shape for Gurgaon will work on the lines of a JDA, LDA or DDA, all of which have similar mandates of managing infrastructure development work but no administrative role like NOIDA, which works under an Act of the UP government that gives it complete executive power.


Members of the GDA drafting panel said they had tried to incorporate the best features of each of these development authorities and taken precautions to ensure there no lawful loopholes that would permit the new organization's constitutional validity to be challenged. "We have submitted the draft and it is for the Haryana government to decide what it wants to do with it," said MC Gupta, former Haryana chief secretary who played a key role in drafting the GDA proposal.


If the Haryana government accepts this draft, those who wanted the GDA as the city's sole administrative agency will be disappointed. Administration will still be the mandate of the MCG and deputy commissioner. GDA is likely to subsume other development authorities like Huda and HSIIDC, the industry body. But it won't solve the multiple-agency problem of the city, though it will streamline functions on the side of the sphere related to infrastructure development. The draft mentions there will be a master development plan as well as a zonal development plan for Gurgaon district.
