P Zone

P Zone Introduction

The NCT of Delhi has been divided in 15 planning zones (divisions) designated from ‘A’ to ‘P’ (except Zone-I) in the Master Plan for Delhi-2021. P-Zone is further sub-divided into two zones designated as P-1 & P-II zones. As per Master Plan for Delhi- 2021 P-II zone covers an area of 8534 hact. The area under biodiversity park etc. (about 340 hact. area) falls in this zone ‘O’ which has been excluded from the zonal area of Zone P-II, which remains 8194 hact. Zone ‘P-II’ (North Delhi) has a heterogeneous character having rural areas, certain villages and unplanned areas and few planned areas.

 

P Zone

The housing strategy for Zone P incorporates approaches for development of new housing area, upgradation and re-densification through re-development of existing housing area including unauthorized colonies. In view of limited availability of land and increased demand for housing, plotted residential development is being discouraged. This emphasis on High Rise development will allow for better planning and use of recreational and green areas.

According to MPD 2021, urban extension areas are to be planned with a density of 250-300 persons per hectare to accommodate the projected additional population. P-I Zone is estimated to accommodate 16.2 Lakh and P-II Zone shall have a proposed population of 19 Lakh, including that of the existing settlements.

To achieve a more sustainable sub-city, the MPD and zonal plans have designated the land use keeping in mind a unique urban design.

P Zone-1

The P-I Zone is located in North West Delhi. The total area of the zone is 9,866 hectares of which 7,365 can be developed. The remaining 2,501 hectares is under the green belt as per MPD 2021 land use plan. It is proposed for a population of 16.2 lakh including that of the existing settlements. The existing railway line has been proposed as the major mass transit movement corridor for this zone. The residential areas are proposed to be located on both sides of the railway line within a distance of 3-4 Kms. An integrated system of green linkages and circulation network will connect residential areas with work centres and various social cultural facilities. Residential land use shall make up 42.98% of the total land area for P-I Zone and when fully developed will provide housing facilities to over 3.6 Lakh families from all socio-economic backgrounds.

 

P Zone-2

The P-II Zone is located in North Delhi and comprises of 8,534 hectares in total. The MPD 2021 subdivides the entire urban area under P-II Zone into 13 Sectors for the purpose of development. Each sector contains multiple land use categories. The sub-city when fully developed will provide housing facilities to over 4.22 Lakh families from all income groups.

Approx 3,235 hectares has been declared as a residential zone with 1,100 hectares comprising existing settlements and the remainder 2,135 hectares proposed for new development.

 

Brief of DDA Master Plan 2021

As you are aware, there was no opportunity to build flats in large numbers in Delhi after 2002. Therefore, flat buyers had to move to NCR to get quality flats at reasonable cost. Now after much deliberation and discussion, the Govt. of Delhi and Delhi Development Authority (DDA) have agreed to step up flat construction activities in Delhi and envisaged PPP (public private partnership) model of development for this. It is expected that by this move approx. 5 lacs flats shall be available at reasonable cost in Delhi.

Under the PPP model, land owners can participate in flat construction activities. Land owners need to pool their land. Minimum pooled land size should be 3 hectares in a village or a sector. Land owners need to surrender their pooled land to DDA and DDA shall retain 40% to 60% land for development activities. Rest land (40% to 53%) shall be returned to landowners in area marked for residential purpose (R – Zone) for construction of flats. Land owners shall get land at one place for flat construction activities, even if they have land at various places in same village or sector.

Zone P-II is the code name of DDA new housing hub provisioned under Delhi Master Plan 2021 spread in 8194 Hectares of land situated in northern part of Delhi. The zone has been divided into 13 Sectors and has already been approved and notified by the Government of India as well as DDA under Sub Section (2) of Section 9 under Delhi Development Act 1957 vide Notification No. F.4(4) 2008/MP/Pt. IV A/P/ Part Dated 2nd of August 2010. Skyscrapers complete with helipads to help residents reach their workplaces in a matter of minutes, new apartments for 4.22 lakh families — for every category in space-starved Delhi, a leisure valley, river-front boulevard, city park, museum, art galleries, open-air theatres and large stretches of greens interspersed with water bodies and much more.

·         According to MPD-2021, urban extension areas are to be planned with a density of 250-300 persons per hectare. Based on the area under consideration, the proposed population would be 19 lakhs, including the existing settlements.

·         About 3,235 hectares has been proposed for residential use, including about 1,100 hectares under existing settlements including villages. Rest of the residential land use is proposed for new development.

·         Model for urban design Leisure valley, river-front boulevard, specialized institute, IT complex, corridor along NH-I, city park complex. Bhalsawa Lake Complex to be developed over 102 hectares. Land is proposed to be developed as an integrated tourist complex along with a lake spread over 22 hectares, amusement park (12 Ha), commercial (8 Ha), recreational (46 Ha).

·         Green belt to extend from the NCTD boundary up to a depth of one peripheral revenue village, wherever possible, with permissible activities.

·         Facility corridor Commercial and public, semi-public uses and recreational uses to be developed along major transport networks as facility corridor along major arterial roads.

·         Commercial about 282 hectares reserved for commercial use. 16 community centres, four district centres, a Delhi Agricultural Marketing Board wholesale fruit and vegetable market of 28 hectares have been proposed on NH-1, 20 hectares for wholesale trade.

·         Government offices an integrated office complex covering 34 hectares has been proposed in sector-II and VI.

·         Industry about 226 hectares of land has been proposed for industries. A hi-tech electronic industry along NH-I to provide city level specialized industry and to enhance the visual quality on NH-I entry corridor.

 

Population and Work Force

Population - As per MPD-2021 the urban extension areas are proposed to be planned with an overall city level density of 250 - 300 persons per hectare for urban extensions and based on the area under consideration for the proposed population of 19 lakhs (including existing settlements).

Work Force – MPD-2021 has anticipated participation rate of 38.1%, therefore work force in zone P-II works out to about 7.62 lakhs
