GURGAON: Putting all speculation to rest, Haryana chief minister Mr. Manohar Lal Khattar announced on Monday that his government will post the draft of the legislation to establish the proposed Gurgaon Development Authority (GDA) on its website and invite suggestions from public up to December 10, before preparing the final draft.
Thus, GDA will come into being from Tuesday . But its legislation will have to wait till December, and it will probably start functioning from next year.
“In view of the speedy economic development of Gurugram metropolitan area, the Haryana government has decided to set up GDA to avoid overlap in its functional and operational responsibilities, and provide functional empowerment in administrative and financial structures at the local level, within the limits of the provisions of the Constitution,“ said a state government official.
He added, “There is an urgent and pressing need to define a new legal structure by establishing GDA, to address shortcomings in urban governance and to meet the aspira tions of Gurgaon’s citizens.“
“In order to carry forward the intent of the government for establishment of the GDA and to engage with the city’s citizens and citizen’s representative organisations, the government has already appointed V Umashankar as its officer on special duty (OSD). He will initiate a public consultation with the citizens on the draft legislation for the establishment of the authority . Once the consultation is over, he will draft the GDA Bill for consideration of the state government and prepare the draft rules as well. Apart from this, he will prepare draft regulations of the GDA, establish the office and administrative structure of the authority and also make such other recommendations to the government for making GDA functional in all respects, as maybe necessary,“ he further added.
The draft legislation for the establishment of GDA will be placed in public domain by Tuesday . It will also be uploaded on the website of the Haryana government and Gurgaon’s district administration.
